পশ্চিমবঙ্গ-সহ ভারতে নতুন business বা innovative startup শুরু করার পরিকল্পনা করছেন? আপনার venture যদি নতুন product বা service, technology, innovation অথবা scalable business model-এর উপর তৈরি হয়, তাহলে Startup India-এর অধীনে DPIIT Recognition গুরুত্বপূর্ণ হতে পারে।
DPIIT-recognised startup-এর জন্য Startup India self-certification, intellectual-property support, public-procurement relaxations, নির্দিষ্ট শর্তে income-tax exemption এবং বিভিন্ন funding ecosystem-এর সুযোগের কথা উল্লেখ করে। তবে DPIIT Recognition পাওয়া মানেই funding বা tax exemption automatically পাওয়া নয়—প্রতিটি সুবিধার নিজস্ব eligibility ও application process রয়েছে।
পশ্চিমবঙ্গের entrepreneur-রাও eligible হলে DPIIT Recognition-এর জন্য আবেদন করতে পারেন। পাশাপাশি রাজ্যে business setup ও entrepreneurship-এর জন্য SilpaSathi, Bhabisyat Credit Card এবং MSME-related incentives-এর মতো পৃথক ব্যবস্থা রয়েছে। এগুলিকে Startup India-র সঙ্গে গুলিয়ে না ফেলে আলাদা programme হিসেবে বোঝা জরুরি।

Startup India কী?
Startup India হল Government of India-এর startup ecosystem initiative। এর অধীনে eligibility পূরণ করা business Department for Promotion of Industry and Internal Trade (DPIIT)-এর কাছ থেকে Startup Recognition পেতে পারে।
Startup India-এর official portal অনুযায়ী DPIIT Recognition-এর সঙ্গে self-certification, IPR support, easier public procurement norms, tax exemption-এর জন্য eligibility এবং easier winding-up-এর মতো সুবিধা যুক্ত রয়েছে।
তবে সাধারণ company registration এবং DPIIT Recognition এক বিষয় নয়।
একটি company বা LLP তৈরি করার পরেও সেটিকে DPIIT-এর startup eligibility পূরণ করতে হবে এবং আলাদাভাবে recognition-এর জন্য আবেদন করতে হবে।
নতুন ব্যবসা শুরু করলে কারা DPIIT Recognition-এর জন্য আবেদন করতে পারবেন?
2026-এর বর্তমান DPIIT recognition framework-এ non-DeepTech startup সাধারণত incorporation/registration-এর পর 10 বছর পর্যন্ত startup status ধরে রাখতে পারে, যতক্ষণ না কোনও financial year-এ turnover ₹200 কোটি ছাড়িয়ে যায়। DeepTech startup-এর জন্য আলাদা threshold—20 বছর এবং ₹300 কোটি turnover—প্রযোজ্য।
এর পাশাপাশি business-টির innovation, product/process/service improvement অথবা employment/wealth creation-এর সম্ভাবনাযুক্ত scalable business model-এর মতো startup criteria পূরণ করতে হয়।
শুধু নতুন company খুললেই কি Startup India Recognition পাওয়া যায়?
না।
Startup India-এর উদ্দেশ্যে startup বলতে শুধু সদ্য তৈরি business বোঝায় না। DPIIT Recognition-এর ক্ষেত্রে business-টির innovation, improvement অথবা scalable model-এর মতো নির্দিষ্ট characteristics থাকতে হয়।
অর্থাৎ একটি সাধারণ দোকান বা conventional business শুধুমাত্র নতুন বলে automatically DPIIT-recognised startup হয়ে যায় না।
আর existing business-কে ভাগ করে বা reconstruct করে নতুন entity তৈরি করলেও Startup India eligibility-এর শর্ত পূরণ নাও হতে পারে।
পশ্চিমবঙ্গ থেকে Startup India-তে আবেদন করা যাবে?
হ্যাঁ।
Startup India একটি Central Government initiative। তাই কলকাতা, শিলিগুড়ি, দুর্গাপুর, আসানসোল কিংবা পশ্চিমবঙ্গের অন্য কোনও জায়গায় registered eligible business DPIIT Startup Recognition-এর জন্য আবেদন করতে পারে।
বর্তমানে DPIIT Recognition-এর application National Single Window System (NSWS)-এর মাধ্যমে করা হয়।
Startup India-এর official instructions অনুযায়ী NSWS-এ investor account তৈরি করার পরে:
Add Approvals → Central Approvals → Registration as a Startup
নির্বাচন করে application শুরু করা যায়।
আর একটি গুরুত্বপূর্ণ বিষয়—DPIIT জানিয়েছে, Certificate of Recognition বা Certificate of Eligibility-এর জন্য Ministry of Commerce and Industry কোনও fee নেয় না এবং কোনও agency, representative বা franchise-কে এই certificate দেওয়ার জন্য নিয়োগ করা হয়নি।
নতুন Startup-এর DPIIT Registration কীভাবে করবেন?
অনলাইনে অনেকেই “DPIIT Registration” লিখে search করেন। Official terminology-তে এটি মূলত DPIIT Startup Recognition।
প্রক্রিয়াটি broadly এমন:
এই official NSWS route ব্যবহার করাই সবচেয়ে নিরাপদ। Recognition-এর নামে কোনও third-party agent-কে সরকারি fee বলে টাকা দেওয়ার আগে সতর্ক হওয়া উচিত।
DPIIT Recognition পেলে কী কী সুবিধা পাওয়া যায়?
DPIIT Recognition-এর মূল মূল্য শুধু certificate-এ নয়। Recognised startup Startup India ecosystem-এর বিভিন্ন সুবিধার জন্য eligible হতে পারে।
1. Self-Certification
Startup India recognised startups-কে নির্দিষ্ট labour এবং environmental laws-এর ক্ষেত্রে self-certification-এর সুবিধা দেয়, যার উদ্দেশ্য regulatory burden কমানো।
2. Patent ও Intellectual Property Support
DPIIT-এর April 2026 Startup Playbook recognised startups-এর জন্য reduced statutory patent filing/processing fees এবং expedited patent processing-এর মতো IPR support উল্লেখ করেছে।
3. Government Procurement
Central Government procurement framework-এ DPIIT-recognised startups-এর জন্য কিছু ক্ষেত্রে prior turnover, prior experience এবং Earnest Money Deposit/Bid Security-এর মতো requirements-এ relaxation রয়েছে। GeM-এ recognised startups seller হিসেবেও register করতে পারে। তবে Startup India নিজেই সতর্ক করেছে যে GFR 2017-এর এই norms Central Government entities-এর জন্য; state procurement rules আলাদা হতে পারে।
4. Income Tax Exemption
DPIIT Recognition পাওয়া মানেই income-tax exemption পাওয়া নয়।
Eligible recognised startup Section 80-IAC-এর অধীনে আলাদাভাবে tax exemption-এর জন্য আবেদন করতে পারে।
বর্তমান Startup India 80-IAC page অনুযায়ী eligible startup প্রথম দশ বছরের মধ্যে তিনটি consecutive financial year-এর জন্য 100% tax deduction পেতে পারে। কিন্তু এখানে criteria DPIIT recognition-এর সাধারণ ₹200-crore threshold-এর চেয়ে আলাদা: 80-IAC-এর জন্য Private Limited Company বা LLP, 1 April 2016 বা তার পরে incorporation এবং কোনও financial year-এ ₹100 কোটির কম turnover-সহ অন্যান্য শর্ত রয়েছে।
এই পার্থক্যটি গুরুত্বপূর্ণ:
DPIIT Recognition eligibility এবং 80-IAC tax-exemption eligibility একই নয়।
Startup India থেকে Funding পাওয়া যায়?
Funding opportunities রয়েছে, কিন্তু DPIIT Recognition পেলেই টাকা পাওয়া যায় না।
Startup India-এর June 2026 government-schemes playbook-এ Startup India Seed Fund Scheme, Fund of Funds for Startups, Startup India Fund of Funds 2.0, Credit Guarantee Scheme for Startups এবং বিভিন্ন ministry/sector-specific startup programmes-সহ বহু funding/support initiative তালিকাভুক্ত রয়েছে।
Funding-এর ধরনও আলাদা।
Fund of Funds for Startups
Fund of Funds for Startups (FFS) সরাসরি প্রতিটি startup-কে government cheque দেয় এমন scheme নয়। Startup India-এর explanation অনুযায়ী SIDBI-managed fund SEBI-registered venture funds/AIFs-এর মাধ্যমে startup ecosystem-এ capital channel করে।
Credit Guarantee Scheme for Startups
Credit Guarantee Scheme for Startups (CGSS) eligible startup-এর debt funding access সহজ করার জন্য government-backed credit-guarantee framework। এটিকেও free grant হিসেবে দেখা উচিত নয়।
Startup India Seed Fund Scheme
SISFS early-stage startup-এর proof of concept, prototype development, product trials এবং market-entry-এর মতো পর্যায়ে financial support-এর জন্য তৈরি হয়েছিল। Funding programme-এর availability ও application window সময়ের সঙ্গে বদলাতে পারে, তাই application-এর আগে official Startup India/Seed Fund portal-এর current status দেখা জরুরি।

Startup India/DPIIT হল Central Government framework।
পশ্চিমবঙ্গে entrepreneur-এর জন্য এর পাশাপাশি কিছু state-level business support এবং financing programme relevant হতে পারে।

Bhabisyat Credit Card: নতুন ব্যবসার জন্য ₹5 লাখ পর্যন্ত Loan
West Bengal Government-এর Bhabisyat Credit Card Scheme নতুন venture বা micro-enterprise শুরু করতে চাওয়া eligible residents-এর জন্য entrepreneurship financing programme।
রাজ্য সরকারের scheme page অনুযায়ী:

এটি Startup India funding programme নয়।
একজন entrepreneur-এর business DPIIT-recognised startup না হলেও Bhabisyat Credit Card-এর নিজস্ব eligibility অনুযায়ী scheme-টির জন্য eligible হতে পারেন।
SilpaSathi কী? Bengal-এ business শুরু করতে কীভাবে কাজে আসে?
SilpaSathi হল Government of West Bengal-এর online single-window business facilitation system।
Portal-এ MSME incentives, industrial land allotment, building-plan approval, trade licence এবং বিভিন্ন department-এর business-related service/application route রয়েছে।
SilpaSathi-র current MSME incentives page-এ State Capital Investment Subsidy, term-loan interest subsidy, power subsidy, stamp-duty/registration-fee subsidy, SGST subsidy, energy-efficiency support, patent-registration subsidy-সহ একাধিক category তালিকাভুক্ত রয়েছে। তবে কোন business কোন incentive পাবে তা applicable policy, notification ও eligibility-এর উপর নির্ভর করে।
অতএব:
Startup India / DPIIT → National startup recognition
SilpaSathi → West Bengal business approvals এবং state-level facilitation/incentive access
দুটি আলাদা system, কিন্তু একই entrepreneur-এর ক্ষেত্রে দুটিই relevant হতে পারে।
Startup Bengal কী? 2026-এ কি নতুন West Bengal Startup Policy রয়েছে?
এই জায়গায় বিশেষ সতর্কতা প্রয়োজন।
Startup India-এর current West Bengal state-policy page এখনও “West Bengal Startup Policy 2016–2021” দেখাচ্ছে এবং স্পষ্টভাবে বলছে:
“Startup Policy in effect till December 2021.”
পুরনো policy-তে Startup Bengal, mentoring, infrastructure এবং patent-related incentives-এর উল্লেখ রয়েছে। কিন্তু সেই historical policy-র benefits-কে সরাসরি 2026-এর current Startup Bengal benefits হিসেবে দেখানো ঠিক হবে না।
এটি article-এর গুরুত্বপূর্ণ differentiator—কারণ পুরনো Startup Bengal scheme-এর তথ্য এখনও online-এ পাওয়া যায়, কিন্তু official Startup India listing নিজেই policy period 2016–2021 দেখাচ্ছে।
